It could be one of those 'services,' an electric company, an internet company, a phone company, a bank, all unnatural monopolies with cheesy ads, hugely expensive ads but appetites which would intimidate a great white shark.
Facebook allows us as customers of behemoths to share information so we can see what works to solve the problem. What is your problem? What is the name of your Behemoth? Facebook groups are listed below.
Directv - They have their own facebook page. Most posting are not using English.
"Have you had problems with Direct TV? Do they charge you more than you owe? Do they ignore your calls and letters? Charge you for equipment you already returned? This is where you share and together we get action."

First Step: Document everything. Get the Date, time, name of the person you talk to. Include all the details. If possible, record the call. Most of the time they fold when they realize you have the facts. Publish your letter, minus your personal information, on the facebook site for the company. Do include your town. Do this as a comment to the thread, under Discussions, which fits your situation.
If that does not work complaint to those we pay to provide regulation and copy the letter to the company's senior management, their Board of Directors, and so on.
These steps are necessary as part of documenting the problem for several of the later options, if these fail to elicit the action you need.
